THE FIRST-EVER interagency training event uniting first responders and lifeguards from around the country for comprehensive high-fidelity drowning and airway management simulations to collaboratively enhance drowning response.

Emphasizing hands-on high-fidelity drowning training will provide a unique and ultra-realistic, evidence-based experience that accurately combines the complexity of a true drowning emergency, before it happens. This requires standardization amongst the continuum of care, upgraded equipment, simulated stress, and retention of qualified instructors. Something any agency will say is a struggle.

This event delivers the most realistic, credible, and updated drowning-response experience available, guided by one of the world’s leading drowning experts, Dr. Justin Sempsrott. First responders from across the country will participate in scenario-based, high-fidelity simulations that prepare them for real-world rescues with a modern approach.

This event will teach modernized drowning protocols and facilitate guidance amongst interdisciplinary collaboration from lifeguards, fire departments, ambulance providers, critical care flight teams, all the way to the hospital environment. By sharing practical, real-world field experience and testing proven methods, participants help elevate the future of drowning response, and engage material which will help modernize and improve their operation.

Dr. Justin Sempsrott

Dr. Justin Sempsrott is an internationally recognized emergency medicine physician and drowning expert whose work spans clinical care, research, lifeguard medicine, and global drowning prevention leadership. As founder of Lifeguards Without Borders and medical director or advisor to multiple leading aquatic safety organizations, he is known for advancing evidence-based drowning resuscitation, improving frontline rescue practice, and strengthening water safety systems around the world.

Dr. Andrew Schmidt

Dr. Andrew Schmidt is an emergency medicine physician, educator, and drowning resuscitation expert whose work bridges frontline ocean rescue, pre-hospital care, and global drowning prevention research. He serves as Medical Director for Jacksonville Beach Ocean Rescue and co-founded Lifeguards Without Borders, bringing decades of leadership in lifesaving education, medical training, and water safety advocacy.

Dr. Jonathon Webber

Dr. Jonathon Webber is a highly respected drowning prevention specialist with more than 35 years of experience spanning executive leadership, scientific research, surf rescue, water safety, pre-hospital emergency care, and tertiary education. A trusted advisor to leading organizations in New Zealand and internationally, he is known for applying research-driven practice to improve public safety, strengthen lifeguard operations, and advance drowning prevention outcomes for communities.

Please join us in at the end of Day One for a public screening of Part of Water. A feature-length documentary which tells the tragic story of Ben Carlson, an American hero who lost his life in the line of duty. Ben was an experienced Newport Beach Lifeguard who, unfortunately, drowned while making a rescue during a massive swell in July 2014. Our film tells the story of Ben's life and the stories of lifeguards across the country who put their lives on the line to keep our beaches safe.
